The Government of Vietnam has issued Resolution No. 229/NQ-CP on visa exemption under the Tourism Development Stimulus Program for citizens of 12 countries.
According to the resolution, visa exemptions will be granted to citizens of Belgium, Bulgaria, Croatia, the Czech Republic, Hungary, Luxembourg, the Netherlands, Poland, Romania, Slovakia, Slovenia, and Switzerland. Eligible visitors may stay in Vietnam for up to 45 days from the date of entry for tourism purposes, regardless of passport type, provided they meet all entry requirements stipulated by Vietnamese law.
This visa exemption policy will be effective from August 15, 2025, to August 14, 2028 as part of the national tourism promotion initiative. Resolution No. 11/NQ-CP dated January 15, 2025—granting visa exemptions in 2025 for citizens of Poland, the Czech Republic, and Switzerland—will cease to be effective from August 15, 2025.
In addition, the Government has issued Decree No. 221/2025/NĐ-CP, regulating fixed-term visa exemptions for foreign nationals in special categories deemed essential for socio-economic development.
Under Decree No. 221/2025/NĐ-CP, the following individuals will be eligible for visa exemptions:
a) Guests invited by top-ranking Vietnamese leaders, including the General Secretary of the Communist Party of Vietnam, the State President, the Chairperson of the National Assembly, the Prime Minister, the Standing Committee of the Party Central Secretariat, the Vice State President, the Vice Chairperson of the National Assembly, the Deputy Prime Minister, the President of the Vietnam Fatherland Front Central Committee, the Chief Justice of the Supreme People’s Court, the Procurator General of the Supreme People’s Procuracy, the State Auditor General, Ministers and equivalents, as well as provincial and municipal leaders;
b) Scholars, experts, scientists, university professors, researchers, chief engineers, and high-quality personnel in the digital technology industry;
c) Investors, global corporate leaders, and executives of major enterprises;
d) Individuals active in culture, arts, sports, and tourism who have a positive influence on the public;
e) Honorary consuls of Vietnam abroad;
f) Guests invited by major research institutes, universities, and enterprises, as determined by the Government upon proposals from relevant ministries and agencies;
g) Other individuals eligible for preferential visa exemptions for diplomatic or socio-economic development purposes, as decided by the Minister of Public Security upon proposals from relevant organizations.
Holders of this special visa exemption card may enter and exit Vietnam multiple times within the exemption period. The validity of the exemption shall not exceed five years and must be at least 30 days shorter than the remaining validity of the passport.
